UNICEF Technical Innovation Project Manager

 
Do you have international (developing world) experience.  Also, some real development experience in the other sense – i.e. you can could set up a Python environment and test partially-written projects in it, and use a bug-tracking system to guide the development process.  Can you manage groups of different personalities in a high-pressure environment while keeping UNICEF's best interests at the front of the process?

 UNICEF's innovations unit is seeking a technical project manager for two to three months.  This would be a full-time, mostly offsite job (with some time at NYHQ in midtown) that would initially involve scoping two to three large projects, coordinating a global group of open source developers to manage the completion of another two projects and getting bids and producing a workplan for the completion of the scoped projects.

 You will be reporting to our Technical Project Manager who has final oversight over these and other projects.

 Scope: a project for creating a global youth journalist platform, where content can be submitted on anything from a mobile phone to a computer.

 Scope: the second phase of "connecting classrooms" - an ultra-low-bandwidth environment for connecting schools in Uganda, Ethiopia, Germany and the US.

 Both of these site-scopings will involve interviewing stakeholders, getting bids but most importantly understanding the mindset of UNICEF's innovations unit, and the constraints of developing for the developing world (low bandwidth, particular access scenarios etc.)

 
Coordinate: ROSCO: radio station on a USB stick – already mostly complete in Python for Linux – needs to be ported to C# / .net

 Coordinate: further work on several Drupal related projects

 Both of these already have developers working on them, globally, and need a good project manager to shepherd them to completion.  Please be NYC-based and ready to begin beginning of June.

 
You have the following - or most of them - as skills:

·        An understanding of working with distributed developers, overseas developers and the open source community.

·        An understanding of the needs and limitation of the developing world (in terms of bandwidth, accessibility, hardware availability and usage habits)

·        Project Planning, developing project plans, timelines, resource allocation, budget (financial and time)

·        Project Analysis, creating technical requirements

·        Information Architecture, Develop information architectures for website development.

·        Writing bid proposals, analysing results and choosing the most effective and competitive bid with its justifications.

·        Quality Analysis Testing, QA on all development projects, as required.

·        Usability Testing, Write, implement and analyze usability tests to improve websites.

·        Much of the time it will be necessary for the consultant to work from home or elsewhere, therefore it is required that he have his own personal PC, Internet connection and personal licensed software for this purpose.

·        Strong comprehension of theory related to human interaction with websites, information architecture, usability, accessibility, interaction design.

·        Expertise in all related technology and processes involving the creation of websites, web applications and software

·        In depth knowledge of project planning and iterative development and ability to write clear functional requirements (please send an example of such a document in the body of your email)

·        Working knowledge of XHTML, CSS, JavaScript, ASP, PHP, SQL, PYTHON, XML and other scripting languages (a code sample would be awesome)

·        Django, Rails or equivalent OO framework,

·        Agile development environments

·        Experience with and/or desire to work in a non-profit organization preferred

·        Possess strong organizational and detail oriented skills

·        Self motivated and results oriented
·        Proven ability to deliver under tight deadlines
